Tugs are used when a ship can't maneuver on its own because it has to go too slow. This is usually because a ship needs to port and must turn around and such. Without propulsion pods that can turn to push sideways and such like cruise ships often have, tugs are necessary. Ships like this must be powered and moving through the water in order to turn. They only have one or two big propellers at the back so water must be moving past the rudder in order for them to turn. Once the ship was moving out to sea under its own power, they would have disconnected the tugs. (my words are just not flowing today, but hopefully you can understand)

The black smoke was the unburnt diesel fuel from the engine getting maxed out turning the propeller backwards to attempt to slow the ship.
The crew seemed to do what would have been expected of them in the situation. So why did the power go out at that moment when the probable outcome could have been known? Maybe it was an "o-ring" that gave it up???
From what I read, basically yes. The very heavy chan and anchor drops 50-100 feet into the bay and doesn't get enough slack drawn out of the ship to have a heavy enough portion of anchor and chain to do anything significant to slow the forward momentum. They basically just dragged a small amount of chain through the mud to little or no effect. It does show that they didn't just throttle up and ram the bridge though.
The black smoke could also have been the result of a sudden throttle up, maybe to reverse or to ram, either way will never know the truth, just what they decide to tell us

Today after finding out that the bridge was only four lanes that it’s feasible it needed to be replaced to get more lanes and white hats used it as some sort of op.

Flynn is military. He knows how these things work and where the bodies are buried. He also knows there is a plan in place to reveal all. It must be done a certain way though. To ensure all gets revealed that is needed to take down the whole corrupt system. He can't act out of emotion
