Basically, EPA comes out with the federal regulations which are used as the standard from which the states adopt their own regulations. Enforcement of these regulations is left up to the states. States get some federal money for their individual state regulatory agencies and the EPA can come in if we have a big arse environmental catastrophe like the Love Canal incident. So yeah, fuck 'em. We could do with a significantly reduced EPA.
