Part of what made Q fun was the uncertainty of it, hinting or directing at things without directly confirming, and I'm not sure we're really at the "lay it out on the table clear as day" phase of things yet.

If they're really the Deep State they have way better ways of monitoring than Apple. You have to assume at this point any traffic flowing unencrypted through any router or server you are not in physical possession is being intercepted. And I wouldn't want to bet even if you did own the servers and the routers that they weren't still intercepting it, nor would I assume encryption keeps them from reading it.
