If it was, why is it specifically targeting areas around the neck? A notable area that is ALSO known to be a place of irritation when a full head/neck mask is present due to its "edge" causing the skin to be itchy as well?

Find an 80 year old and test it out. Not disagreeing with this post but have seen old person skin react the same way. For instance straighten your arm out in front of you elbow down. Pull the skin covering your elbow down. If you’re young it will snap back into place. If you’re old it will stay pulled down when you let go. I think the weird earlobe pics are better evidence of a mask than this wrinkled skin.

I'm leaning towards the mask theory lately. There's a TED talk with a gal who made (still makes?) these masks for the government and she's done it along with her late husband for decades.
They seem to be a very realistic latex with qualities that help the mask hold and retain its shape kind of like how a Stretch Armstrong always goes back to its original form.

If you want to know why this entire thing is taking so long just look at the responses to this video in this very thread. Our own people, when given direct evidence, don't even believe it. We then expect normies to believe everything that's going on? Tons of evidence has surfaced that Biden is a man in a mask or is deep faked, depending on the situation. Yet even our own people can't accept it.

As another poster has said, they can make scarily realistic latex bodymasks now, that is not in dispute, and for who knows how long.
